Three-judge panel says the state legislature's failure to provide suitable funding violates Kansas constitution.

From The Lawrence Journal-World: A panel of judges says the Kansas Legislature has violated its constitutional duty to provide suitable funding for public schools. The three-judge panel effectively ordered the Legislature to provide public schools with $4,492 per pupil. State law calls for base funding of schools at that level, but Kansas lawmakers have not appropriated money to satisfy the law since the 2008 economic downturn. Districts now are receiving $3,838 per pupil, about 16 percent below the statutory requirement.
