System sought to upgrade facilities as part of desegregation decree

From The Baton Rouge Advocate: Tangipahoa Parish (La.) School System administrators are in a “holding pattern” after voters rejected four tax proposals that would have paid for the district's court-ordered desegregation plan. About 87 percent of the voters rejected each of the proposals and dealt a possible fatal blow to the $187 million plan to improve and integrate parish schools. U.S. District Judge Ivan L.R. Lemelle, overseeing the 46-year-old desegregation case, has threatened to impose the tax or busing on the school system if voters did not approve the tax proposals. The bonds would pay for for new school construction or facility improvements called for in the system’s court-ordered desegregation plan.
