12 districts are nearly insolvent, according to report from state education department

From The Sacramento Bee: A report issued by California schools Supt. Tom Torlakson says 188 school districts in the state are in "financial jeopardy," including 12 so troubled that they are virtually insolvent. The districts are rated either negatively--unable to meet their obligations--or "qualified, " which denotes financial problems. The largest school district in Torlakson's negative list appears to be Vallejo Unified, but a number of large districts are on the qualified list.
