Arizona's construction plans for universities in doubt

From The Arizona Republic: Last summer, Arizona's university system got approval to use state lottery money to pay for $1 billion in construction projects over the next three years. The program, which would fix up old buildings and provide space for new students, was billed as a way to jump-start the economy and drew praise from influential community leaders. A year later, shovels have yet to hit the dirt, and many projects are delayed because of uncertainty over the state budget.
