Capistrano (Calif.) district places superintendent on leave

The beleagueredCapistrano (Calif.) Unified School District has placed its popular superintendent on administrative leave--about a year after he succeeded a previous leader indicted on allegations of misappropriating public funds. The move against Supt. A. Woodrow Carter comes three weeks after school board trustees held a meeting to discuss his performance. FROM NOVEMBER 2008: For the fourth time in a year, the Orange County, Calif., district attorney's office has rebuked the Capistrano (Calif.) Unified School District for violating the state's open meeting law -- this time for awarding a pay raise to its superintendent during a closed-door meeting. The district attorney's office says it will not pursue sanctions against the district, because the board later rescinded his contract and the district is having financial difficulties. A prosecutors' report noted said they had considered taking legal action against the board because it seemed "incapable or unwilling" to follow the law. But the district's financial shape and the fact that voters ousted two school board members in a June recall weighed against it.
