Chicago's $5.1 billion school budget would use $100 million in reserves

TheChicago school system's proposed $5.1 billion budget calls for dipping into the district's reserves by $100 million, cutting hundreds of non-classroom jobs and streamlining bus routes in a move that could mean new start times at up to 72 schools.
