High number of retirements and resignations ease the difficulty of the cuts

From The Cincinnati Enquirer: The Cincinnatischool system has eliminated 175 jobs, including 145 teaching positions. But only one of those reductions could be classified as a layoff. The rest of the positions will be empty because of resignations and a record number of retirements.
