High busing costs in Columbus (Ohio) district blamed on open-enrollment policy and charter-school transportation

From The Columbus Dispatch: The Columbus (Ohio) school district could control the rising cost of busing students by reducing the number of students they transport and getting them into buildings closer to home. A study to be presented to the school board says the district's escalating transportation costs are tied to Columbus' open-enrollment policies and the state mandate that it bus charter-school students.
