More than half of $6.3 million federal grant is unused

From The Detroit Free Press: The Detroit school system has failed to spend a large portion of $6.3 million in federal grant money it received in 2010 to help turn around six of its lowest-performing schools. The district now runs the risk of having to return some of the money if it isn't spent by the end of the 2012-13 school year.
