Detroit schools need state to take over academics, Michigan governor says

From The Detroit Free Press: Michigan Gov. Jennifer Granholm is calling for a new law that would allow Detroit Public Schools Emergency Financial Manager Robert Bobb to reshape the district's academic programs, as well as fix its money problems. Granholm wants the legislature to allow the state to take over the academic programs for entire districts, not just individual schools, If that happened, the state could name Bobb to oversee Detroit's entire school system.
