Detroit leaders want to create special status for struggling schools

From The Detroit News: Detroit Public Schools' Emergency Financial Manager Robert Bobb and his academic czar, Barbara Byrd-Bennett, are trying to make failing schools work again. A cornerstone of their strategy: Creating a "high-priority school district," a special area within the school district for its lowest-performing schools. The special district would be modeled on the Chancellor's District in New York City, where students have made gains in student achievement after the city's teacher union agreed to a special contract.
