From The Detroit News: Despite all the efforts of Detroit school district Emergency Financial Manager Robert Bobb and his team to whittle away the district's deficit, streamline operations and boost academics, the most basic issues still plague some of the city schools. Kids are missing books and teachers don't have the supplies to teach.
