Five ways to improve higher education

From The New York Times: Harold O. Levy, who was New York City schools chancellor from 2000 to 2002, says private and public universities are losing their competitive edge to foreign institutions, losing the advertising wars to for-profit colleges and losing control over their own admissions because of an ill-conceived ranking system. He suggests five ways to fix America's higher-education institutions.
