Charlie Garcia admits to trying to illegally steer business to an insurance-services firm

From The El Paso Times: Former Socorro (Texas) school board President Charlie Garcia has pleaded guilty to his part in a scheme to corruptly steer more than $100 million in government business to an insurance-services firm. Garcia pleaded guilty to a count of conspiracy to commit mail fraud. Garcia's lawyer says Garcia never received -- nor was he ever offered -- a bribe by officials of Access HealthSource, which was unsuccessful in keeping Socorro schools' business. Garcia was the 10th of 11 defendants to plead guilty in the conspiracy.
