Queens high school crammed with students while nearby campuses are under capacity

From The New York Times: Francis Lewis is one of the most popular high schools in New York City.
With about 4,600 students, it is just one of a number of public school
buildings in the city teeming with students despite an overall drop in
enrollment in the past few years. Not far from Francis Lewis, two
schools with lesser reputations, Jamaica and John Bowne
High Schools, are below capacity. But education officials, wary of alienating middle-class parents, have been reluctant to shift students to even out the load.
