Local boards given authority to establish charters

From The St. Louis Post-Dispatch: Missouri Gov. Jay Nixon has signed a bill that allows charter schools to expand statewide. Nixon says he is comfortable expanding charter schools statewide because the bill includes "local control." Charter schools could be set up in any accredited school district, but only when established by the local school board.
