Suit says Hawaii shortchanges homeless students

The American Civil Liberties Union contends in a lawsuit that the Hawaii Department of Education has violated federal law by not providing adequate education for homeless children. The ACLU says there are about 900 homeless children in the state who might be affected. The suit asserts that Hawaii has failed to comply with federal requirements for tracking and educating homeless children.
