Houston district needs $1 billion to upgrade facilities

The Houston Independent School District needs to spend about $1 billion to repair, renovate or replace many of its buildings, according to an independent analysis presented to the school board. At the same time, the study estimated that student enrollment in the district will drop 4 percent over the next decade as families move to the suburbs and others send their children to private or charter schools.
