Higher-education institutions in Chicago area come up short in safety plans

From the Chicago News Cooperative: More than three years after fatal shootings at Northern Illinois University prompted a state law requiring Illinois colleges and universities to establish safety plans, few of the 63 higher-education institutions in Cook County have filed them. Widespread non-compliance with the Illinois Campus Security Enhancement Act of 2008 illustrates serious shortcomings of the law: a lack of an enforcement provision and no clear mandate as to which public agency is responsible for ensuring colleges and universities comply, said both legislators and people who have administered the statute.
