Illinois construction funds would help schools shut out in last round of funding

From The Daily Herald: In Illinois, A $31 billion construction program signed by the governor in July includes $3 billion for school projects over the next six years. Ninety-four districts that were awaiting funds in 2003 when the state ran out of money for school construction are expected to get first crack at the new funds.
