Enrollment slowdown gives districts a break from construction

From The Indianapolis Star: The Hamilton (Ind.) Southeastern school district, which had been building a new school every two years, has shelved plans to construct a 13th elementary school. Other Indianapolis-area districts such as Carmel Clay and Center Grove that boomed in the 1990s and 2000s are seeing much smaller enrollment increases. Some have experienced slight declines. The trend could be a boon to students becauseit gives districts some breathing room to focus on curriculum instead of construction.
