Louisiana district says no to spending more on mental health

The Jefferson Parish (La.) School Board has defeated a $1 million plan to hire more mental health professionals, despite a board member's insistence that students need help now more than ever. Board member Mark Morgan says principals in his West Bank district have told him that children continue to suffer emotional problems from Hurricane Katrina, among them family stress and chaotic living arrangements.
