From The Detroit Free Press: In Michigan, the Livonia and Plymouth-Canton school districtshave finalized a deal to combine food-service operations. It's designed to save money for the neighboring districts and help them qualify for incentive funds. The state legislature has offered an additional $100 per student to districts that adopt certain best practices. They include charging employees at least 10 percent of their health care premiums and obtaining bids for non-instructional services, a move that could lead to privatization.
