Maryland says 7 counties aren't spending what's required for schools

From The Baltimore Sun: Maryland education officials say that seven counties aren't paying their share of education funding and are failing to support schools this year at the minimum level required under state law. Local officials contend that changes made during the final days of last year's legislative session and a state school board legal opinion issued in May allow them to dip below required funding levels.
