Gov. Deval L. Patrick hopes to expand the state’s public education system to include universal pre-kindergarten and free community college.

Massachusetts Gov. Deval L. Patrick announced Monday that 21 people will serve on a “Readiness Project” leadership council to help develop a 10-year strategy to overhaul education statewide, including timelines and cost estimates.
