Montgomery County (Md.) district debates inclusion

In an effort to shift special-education students and teachers from separate classrooms into the general school population, the Montgomery County (Md.) district has phased out its secondary learning centers, self-contained classrooms for special education students in middle and high schools. But some parents say their children cannot handle the academic and other demands imposed on them by the trend toward inclusion.
