Michigan's new district for failing schools seeks to eliminate grade levels

Education Achievement Authority has taken control of 15 Detroit schools

From mlive.com: Detroit’s failing schools under state control would eliminate grade levels and embrace technology under a “student-centered” plan outlined by Education Achievement Authority. The EAA includes 15 schools in Detroit deemed to be among the lowest-performing. The plan calls for eliminating grade levels and having students move along “instructional levels” after demonstrating they have learned the necessary material to advance. Social promotion, where students are pushed along even though they failed, would be eliminated. The system would rely heavily on blended learning, where students would work largely on computers; teachers would receive real-time information about student progress.
