So legislators in Minnesota say they want to reduce state mandates to help schools be more efficient? The Minnesota School Boards Association has 100 suggestions. Among them: Don't forbid schools to start before Labor Day. Don't fine them if they don't settle their labor contracts in a timely fashion. And don't require them to bus students to private and charter schools. The association says some of the recommendations would give districts more flexibility.
