The Mount Clemens (Mich.) Community School district built, owns and operates the Cairns Community Center on a 5.2-acre park. Prior to construction, the city wouldn't permit the school district to tap into existing storm drainage lines to remove rain water in the parking lot, so the district installed a system that gradually drains water out of the parking lot into the soil. But it doesn't work, and rainfall regularly results in major flooding in the community center's parking lot.
