The Muskegon Heights Public School Academy Board of Directors, meeting for the first time, followed a recommendation by Emergency Manager Donald Weatherspoon to award a contract to Mosaica to operate the K-12 charter school system.

Donald Weatherspoon will submit a plan to state officials calling for the creation of a K-12 charter system. The district's debt, estimated at $12.4 million, would remain with the existing public school district, giving the charter operator a fresh start. No other K-12 charter school system operates in the state.
