Former facilities chief faces charges

The former facilities chief for the Natomas (Calif.) Unified School District has been charged with eight felony conflict-of-interest counts and one misdemeanor count of violating the California political reform act. Investigators allege that Frank C. Harding violated state law by directing contracts to a company in which he had a financial stake.
