Growing schools face obstacles achieving reforms

When it comes to federal testing requirements, it matters little that Huntley (Ill.) High School has doubled its student enrollment over five years or is scrambling to get 30 new teachers up to full speed. Under the No Child Left Behind law, each public school in the country must raise performance on standardized tests, regardless of what outside forces come to bear on the school. Districts experiencing phenomenal growth believe that sets the hurdle higher.
