Prospects dim for changes to No Child Left Behind

Congressional leaders are signaling that time has run out this year for reauthorizing the No Child Left Behind Act. The Bush administration and Democrats in Congress promised to make changes to the law, but after dozens of hearings, months of public debate and hundreds of hours of Congressional negotiation, neither the House nor the Senate has produced a bill that would formally start the reauthorization process.
