Report says violence has declined in New Jersey public schools

From The Philadelphia Inquirer: Violence, vandalism, and weapons offenses declined in New Jersey's public schools from 2006-07 to 2008-09, according to an annual state report, but incidents involving substance abuse rose 10 percent.
