Budgets will be slashed at schools that don't fill vacancies

From The New York Daily News: New York City Chancellor Joel Klein has threatened to slash the budgets of principals who don't hire teachers to fill 1,100 job openings. Klein wants principals to hire from a pool of 1,500 teachers who've lost their jobs because of budget cuts or school closings and still must be paid, at a cost of $130 million a year. Since spring, principals have been required to hire from that pool, but many have chosen to leave positions vacant if they can't recruit from outside the system.
