New York City has contingency plan in event of school bus drivers' strike

From The New York Times: New York City has put together a contingency plan for a possible school bus drivers’ strike. Officials have sent letters to parents and principals and bought hundreds of thousands of transit cards for students who could be left without transportation. A strike would affect more than 150,000 public school students, including about 70,000 children who receive special education services.
