New York City lags in building needed schools

From The New York Daily News: At least 10 schools that should have been built by now in New York City have not yet broken ground and will be stalled more than four years, a Daily News analysis of the plans shows. Most of the schools do not yet have sites and were meant for neighborhoods where schools are over capacity. In District 10 in the northwest Bronx, where 80% of elementary schools are too crowded, a school for more than 500 children was supposed to be open by September. Instead, it is slated to be completed in the winter of 2016.
