Parents expect that if you move into an elementary school’s attendance area, your children can go to the school. But the highly regarded schools in New York City's Lower Manhattan are faced with a glut of children and nowhere to put them. Some three dozen children are already on the waiting lists for these schools. Public officials and parents warns that similar problems could crop up in other neighborhoods across the city where, they say, a rise in residential development is not being accompanied by a similar rise in new public schools. They blame the city’s Education Department, saying the process it uses to figure out where to build new schools is flawed.
