Relocating New York City high school draws accusations of racism

Charges of racism have surfaced over New York City's plan to move a mostly minority high school from the Upper East Side of Manhattan to Harlem so that the facility can be used as an elementary school. Frustrated parents say the city's proposal to move Richard R. Green High School out of its 26-year home on East 88th Street to a building next to the Wagner Housing projects at 120th Street smacks of discrimination. The city Education Department says it needs the building to increase elementary classroom space.
