Many Ohio districts seek waivers to delay start of full-day kindergarten

FromThe Cleveland Plain Dealer: As of last week, 95 of Ohio's 613 school districts had applied for a waiver so they can delay the start of full-day kindergarten classes for at least a year. Gov. Ted Strickland's education reform plan mandates that districts offer free all-day kindergarten this fall. A majority of districts already offer the full-day schedule. But many of those who don't have it or who charge tuition for it say they can't afford to hire more teachers and add classroom space.
