Pennsylvania withholds funds from Philadelphia district

State officials say district hasn't submitted required financial report.

The Pennsylvania Department of Education has held up a $20 million state aid payment to the Philadelphia School District for failing to submit on time a legally required report on its finances. State officials say the missing data is "information any public organization of the district's size and complexity should already be collecting and analyzing on an ongoing basis."
