Reopening of D.C. high school will be a milestone for facility improvements

The reopening this fall of Phelps High School in Washington, D.C., will mark two important milestones: the launch of a long-awaited plan to bring aging city schools into the 21st century and the retooling of vocational education. The $63.8 million futuristic facility is a striking contrast to the decaying public school buildings across the city, many of which lack such basics as air conditioning and proper wiring to surf the Internet.
