State says Philadelphia district must pay an additional $1.3 million to charter school

From The Philadelphia Inquirer: Pennsylvania’s Acting Secretary of Education Ronald J. Tomalis has found that the Walter D. Palmer Leadership Learning Partners Charter School in Philadelphia is entitled to receive $1.3 million that the district refused to give it in 2008-09 and 2009-10 because it enrolled more students than the 675 specified in its charter agreement. Tomalis said a state hearing officer had determined that the Philadelphia School Reform Commission had violated a provision of state law enacted July 1, 2008, that said school districts could not cap enrollment at a charter school unless the charter agreed to it.
