Madison campus would gain more independence from state rules

From The Wisconsin State Journal: More details have emerged about what splitting the University of Wisconsin-Madison from the rest of the University of Wisconsin System would look like. Under a proposal likely to be included in Gov. Scott Walker's budget, UW-Madison would be governed by a 21-member board of trustees — 11 appointed by Walker.
