Commission finds that the district has failed to combat crime effectively

From The Philadelphia Inquirer: The Philadelphia School District has failed to report crime consistently, offers too little help for students traumatized by violence, and fails to use the most effective methods citywide. Those are some of the findings in a 41-page report compiled by a Blue Ribbon Commission on Safe Schools.
