Chula Vista, Calif., community wants Southwestern College to take action

From The San Diego Union-Tribune: Residents near Southwestern College in Chula Vista, Calif., complain that too many students are using the neighborhood streets as a parking lot. The students' cars sometimes block driveways, occasionally impede trash collection and often prevent street sweepers from making curbside passes. Legally, Southwestern isn't responsible for where its students park off campus. But some neighbors think that ethically, it is the college's responsibility.
