Special-education supporters say system too often comes up short

From The Chicago Tribune: Parents of special-education students and disability advocates say the system is broken. Too often, educational plans fail to provide proper services to students with disabilities, districts do a poor job of monitoring of how special education students are progressing, and parents face roadblocks to secure services even when they prevail over the district in court.
