District’s emergency financial manager combats fiscal crisis

From The Detroit News: Detroit Public Schools Emergency Financial Manager Robert Bobb has issued an immediate hiring and spending freeze at Detroit Public Schools, citing "a serious financial crisis." A Friday memo sent from Bobb to all district staff says all new hires are frozen "until further notice" as well as new requests for "goods and services" from the district's general fund. Any requests to fill emergency positions or for critical services from the general fund must be approved by Bobb's chief of staff, the directive states.
