From The St. Louis Post-Dispatch: The St. Charles (Mo.) School Board has decided that Blackhurst Elementary, which was closed in 2007, will reopen for the 2011-12 school year. Blackhurst had been closed as part of a districtwide reorganization because of tight finances and declining enrollment.
