Enrollment undercount is costly for California college

Southwestern College in Chula Vista, Calif., has been undercounting its students, a mistake that has potentially cost the college millions of dollars. The college gets $4,367 from the state for every full-time student. A former research analyst says he has documented seven years of undercounting and has tallied a loss of more than $3 million.
